Define actions, statuses, and charge points per category

Every category below is editable. Add or remove statuses, rename action labels, change which transitions are allowed, set the posts_charge flag on the action where the folio should get charged, decide which actions notify the guest. Changes save to your browser as you type.

When you're happy, click Generate SQL migration at the bottom — that produces a single migration that updates portal.request_types.workflow in the production DB. Nothing touches the DB until you run that migration.
